6Water is a scarce resource that is necessary for all forms of life and all human activities. "Sharing" water is not a likely option, but an obligation imposed by reality. Geography forces us to share water at regional and world levels. Hence, the need to protect water, which belongs to all, including future generations.
One of the great challenges of mankind is to find a way to improve technology and knowledge to achieve the integrated and sustainable management of water. And the commitment of the European Union is to promote this change through the use of all available resources.
